Ambassador Udina takes the Quarian's voice recording of Saren to the Citadel Council. It is irrefutable evidence of Saren's treachery... Unfortunately, they absolutely refuse to believe that the Reapers are real or have anything to do with it, insisting he is simply using the "myth" to his own ends.

Udina insists the Council sends fleets into the Traverse systems to ensure the safety of the humans living out there, but they absolutely refuse as it will undoubtedly begin a war. However, the Asari Councillor accepts that there is one way they can all have what they want...

To that effect, at only 29 years of age, Commander Shepard becomes the First Human Spectre in Citadel history.
