When Shepard returns to the Citadel with Kaidan and Wrex, they are surprised by being met at the dock by Rear Admiral Mikhailovich, of the 63rd Scout Flotilla... and he was supposed to be assigned Shepard and the Normandy for his team. He is very upset and takes it out on the Normandy.

The Rear Admiral is extremely agitated about Normandy being built - especially alongside Turians - and has decided to confront Shepard about it. It seems he is an absolute xenophobe, extremely prejudiced against Turians, finds fault with the ship's build, her drive core, and alien crew... and firmly believes the entire ship is a mistake and a waste of Alliance's funds - and that he could have allocated the funds to better causes.

Politely, Shepard argues against him, rebuking each statement he makes until he has to back down. He leaves accepting the situation isn't as bad as he presumed it to be.
