Shepard returns to the Human Embassy on the Citadel to speak to Captain... no, Councillor... Anderson. Ashley was on Horizon, and she presumes he must have had some hand in it. And she was right.

Anderson sanctioned the mission to Horizon, and was tracking Cerberus, before he knew Shep was a part of them, or working with them. Now both Ashley and Shepard had confirmed the Collectors were behind the abductions... but there was not enough evidence to convince the Council the Reapers were behind all of it.
