Shepard goes to speak with Garrus about their suggested tryst... and their growing affection. Garrus is clearly nervous with her, even looks like he is just plain uncomfortable about it there for a minute - until he questions whether she wouldn't prefer someone else... Then she realises he's wondering it is she who would or should be having second thoughts about him.
To know she feels this way makes Garrus rather flummoxed and taken aback. Given time to think about it, he becomes downright unnerved by it. Shepard was not only his Commanding Officer, but was also his mentor, and - quite frankly - his idol. The fact they were more equal this time around did little to actually change that fact, so now he felt rather our of his depth. But given there was no denying what he felt for her, it wasn't as if he could say no.
Shepard, of course, has no intention of propositioning anyone else - not aboard Normandy or anywhere else. They could die undertaking this mission... and there is only one person that she would ever want to spend any personal time with. He clearly has the same idea, clearly adores her. He's looked up to her as a mentor for so long, but now she's not only his equal but his best friend in the galaxy. This tryst with Shepard is most certainly what he wants.
Since Kaidan... since losing him so horrifically and tragically... since dying and returning to her mission against the Reapers, Shep had no idea where to turn until she saw Garrus again. There is no one else in the entire galaxy she wants more, who is just for her.
She is so relieved and happy when he is put at ease and is happy about going forward. He has the right idea - to make it the very last thing they do before going in after the Collectors.
