Shepard speaks to Miranda about her (Shep), MIranda's allegiance to Cerberus... and about herself.
Much to Shepard's surprise, Miranda all but admits she is envious of her, her abilities, what she has accomplished - and has accomplished without assistance... whereas Miranda had been given all her genetic modifications (which she is actually quite resentful and bitter about), yet had still not accomplished what Shepard had. She believes her modification means that she is "Coasting"... cheating, even. And Shepard was not.
To her, Shepard was the perfect human, not her. The best Humanity had to offer. Even The Illusive Man had chosen Shepard as the "new favourite". Like a betrayed little sister, Miranda feels it deeply, despite trying to hide it.
However, in discussing this with Shepard herself, in turning to the person she is actually envious of about the hurt, it shows that Miranda actually thinks more of Shep than just being another "asset". Perhaps, that is why it hurts all the more - she doesn't just respect Shep, she actually likes and respects her. A lot
It is the first real indication for Shep that Miranda sees her a friend, as well as her "asset", or Commanding Officer. She repays it by ensuring to give Miranda and her hurt the support she deserves, assuring her that Miranda has just as much to give. And it is no lie, for Shepard is extremely impressed by Miranda as a person, a woman and a strong leader and exceptional fighter.
She leaves hoping that Miranda has heard her words and will take some comfort from the truth of them.
