Commander Shepard finally locates General Arien Victus... to tell him that now he has been named the new Turian Primarch of Palaven. Negotiating for Turian Hierarchy. Him... A Soldier. Off-Book, rebellious, passionate.
He's in shock... Even stunned. He would have imagined himself to be one of the last Turians to be appropriate to undertake such an enormous burden. But after speaking to Shepard, soldier to soldier, he accepts it - it was an opportunity for someone who knew what they were talking about when it came to fighting wars to be at the Galactical War Table.
It also means a clever out-of-the-box thinking war-strategist is in a position for negotiation with the (now other) leaders of the Galaxy. So he asks Shepard for the near-impossible... He wants the Krogan. To fight alongside them. On Palaven. When they're virtually arch-enemies. But Shepard doesn't say no...
Instead, she decides to work out how to go about doing it... because - soldier to soldier - she knows he's right.
